Illinois Approves Budget

Gov. Quinn and the General Assembly approved a $26 billion budget this week, but details about how early childhood programs will be funded have yet to be released.
The budget will fund human service and grant programs at an average of 86% of their 2009 levels. Specific cuts to human service programs have yet to be announced. The funding for the FY10 budget was in lump sums to the governor, who will decide how to distribute funds to state departments. The final budget was based on borrowing funds and it still requires spending cuts and delays payment of more than $3 billion in unpaid bills.
