POSITION SUMMARY:
The Education Manager is responsible for ensuring that Delegate agencies develop, implement, integrate and evaluate systems and procedures for the delivery of quality education, disabilities and mental health services. The Education Manager is responsible for providing Delegates with support through training, technical assistance and monitoring, assuring the integration of early childhood education, mental health and disabilities services. The Manager supervises the Education and Disabilities Services Coordinators.
REPORTING RELATIONSHIPS:
The Educational/Manager is supervised by the Director of Grantee Support Services. The Education Manager supervises the Special Needs Coordinator and the Education Coordinator.
MAJOR RESPONSIBILITIES AND KEY TASKS:
- Ensure systematic support to Delegates and Collaboration sites in the area of Education, Disabilities and Mental Health Services.
- Review all programmatic reports generated by the Education and Disability Coordinators.
- Promote coordination and integration of Education, Mental Health and Disability Services with other service areas.
- Help program to liaison with the mental health community.
- Serve as a cooperative member of the Head Start team.
- Participate with the Grantee team to plan, develop, and implement the annual pre-service training.
- Review partnerships that support Mental Health, Disability Service and Early Childhood Education.
- Conduct classroom observations at designated sites.
- Guide the planning and implementation of a comprehensive child development program that meets the Head Start definition of curriculum in all program options and settings.
- Apprise the CFSS Director on the progress of the Delegates Education, Mental Health and Disability Service measurable objectives.
- Participate in the evaluation of program services through the validation process.
- Provides training and technical support as needed.
- Perform other duties as assigned within the scope of the job description.
EDUCATIONAL AND WORK EXPERIENCE REQUIRMENTS:
- Masters Degree in Early Childhood Education or related Child Development field
- Three years experience in program development/program management
- Experience working with children with disabilities.
REQUIRED SKILLS/ABILITIES:
- Experience in the theories and principles of child growth and development and early childhood education.
- Experience in program development and assessment of quality of services.
- Experience working with teachers of young children and their families.
- Experience providing training to staff.
- Three years prior experience in a Head Start or similar pre-school program.
- Communicate effectively and function well with parents, staff and various professional community groups.
- Experience working with diverse staff and populations.
- Ability to develop positive relationship with Delegate staff.
- Familiarity with various pre-school curricula and the ability for assessment.
- Ability to work independently.
- Analytical and problem solving skills.
ESSENTIAL JOB FUNCTIONS:
- Must have good computer skills.
- Must understand Head Start Performance Standards requirements.
- Must have excellent written and verbal communication skills.
- Must be able to travel to all Delegates sites.
- Must be able to visit day care homes and monitor Home Visiting Programs.
- Mush have excellent organizational skills and proven ability to work within
prescribe timelines.
