POSITION SUMMARY:
The COPA Analyst is responsible for supporting the Grantees Early Head Start (EHS) and Head Start (HS) Delegates and Partners in the area of data management and analysis through training, technical assistance, and monitoring. The position entails managing all of the EHS and HS data and reporting related to the web-based COPA and other Grantee required data systems and overseeing all of the EHS and HS data and reporting functions through consultation with Delegate and Partner staff responsible for COPA and other data systems.
This position requires travel to sites located in the Chicagoland area.
REPORTING RELATIONSHIPS:
The COPA Analyst reports to the Assistant Director of Grantee Support Services.
MAJOR RESPONSIBILITIES AND KEY TASKS:
- Sets up Delegates and Partners COPA and other web-based data systems.
- Performs data analysis of COPA and other web-based data for GSS.
- Collaborates with the developer on processes that ensures high level of service from COPA and other web-based systems for Delegate and Partner users and oversees the same for GSS users.
- Performs data analysis, report design and development, testing, deployment of solutions and post-production support/maintenance functions as well as documentation;
- Manages the process of defining guidelines and protocols for data acquisition and preparation for Delegates and Partners.
- Ensures the design, testing and implementation of ad hoc and standard reports, queries and stored procedures for Delegates and Partners and oversees the same for GSS.
- Analyzes existing information request processing systems to evaluate effectiveness and develop new systems to improve efficiency of data collection, reporting, and outcome analysis.
- Provides training and technical assistance to Delegate and Partner staff on COPA and other web-based data systems.
- Builds and maintains relationships with Delegate and Partner agencies and GSS.
- Provides support and problem resolution for Delegate and Partner staff members via E-mail, phone and in person;
- Works with and trains Delegate and Partner staff members to ensure clear, systematic, and accurate data entry into the COPA and other web-based data systems.
- Serves as member of Grantee Support Services Team.
- Generates all necessary reports.
- Performs other duties within the scope of the job description as assigned.
EDUCATIONAL AND WORK EXPERIENCE REQUIRMENTS:
- Bachelor's degree in Early Childhood Development, Computer Science or related field required. Masters degree is preferred.
- At least 2 years of experience working with relevant software applications.
ADDITIONAL JOB REQUIRMENTS:
- Clearance of background check by Department of Children and Family Services.
- A biannual physical examination and TB test are required as condition of initial employment and continued employment.

- Knowledge of Head Start Performance Standards.

ESSENTIAL JOB FUNCTIONS:
- Must be able to talk, hear, sit, stand, walk; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms; and stoop, kneel, crouch, or crawl and lift and or move items of up to 20 pounds.
- Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus.
- Must have excellent command of the English language and grammar, both verbal and written.
- Must be able to manually operate and use a computer and other office equipment.
